This paper updates the Board on activity within each programme area, any actions taken as a result of decisions from previous Board meetings and progress made on those issues.
4. Quarter 2 Report April – September 2003 (45kb word)
This paper informs the Board of progress towards the Corporate Plan 2003/04 – 2005/06. Programme outcomes are on schedule for delivery according to the Corporate Plan timetable. Board members are invited to approve the Quarter 2 report and note the main achievements to date; to agree that the Agency full year grant-in-aid budget should remain at £100M and; to agree that at the end of September 2003 the Agency is behind its budgeted expenditure on grant-in-aid.
5. Rural White Paper Implementation Plan – Countryside Agency Commitments (152kb word)

This paper updates the Board on the progress made against the 38 commitments in which the Agency leads in the implementation of The Rural White Paper, ‘Our Countryside: The Future. The Board is asked to note that the Agency continues to deliver the majority of its commitments on schedule; and to note those that have been delayed or overtaken by events as listed in paragraphs 4 and 5.
6. A Framework for Outdoor Recreation (112kb word)
The provision and management of outdoor recreation needs to become more people focused to deliver more benefits to society. Public intervention is required to realise these benefits. The Agency and other public bodies should work together to make sure that this intervention is effective. The Board is asked to agree to the preparation of a ‘Framework for outdoor recreation’ to review current activities and to set out the action required by the Agency and others to improve provision and take up of countryside recreation in the next 10-15 years. The Board is also asked to agree the scope and direction of the framework and the issues it should cover.
7. Next Steps to Revising the Country Code (825kb word)
Since the February 2003 Board meeting, the Agency and the Countryside Council for Wales have completed consultation with a broad selection of stakeholders about the aim of a revised code, the messages it should convey and its promotion. This paper asks for the Board’s endorsement of the five themes the revised code will follow; and endorsement of the planned approach and timetable for development of the revised code.
