Agenda for the 27th Meeting of the Countryside Agency

THURSDAY 18 APRIL 2002, 9.00AM JOHN DOWER HOUSE, CHELTENHAM

1. Apologies for Absence

2. Chairman to sign minutes of meeting held 14 February 2002

3. MATTERS ARISING REPORT FEBRUARY 2002 MEETING

This paper updates the Board on action taken as a result of decisions from previous Board meetings and progress made on those issues.

4. South Downs National Park: Proposals for Local Authority Consultation (AP02/11)

This paper asks the Board's direction for the next stage of the South Downs National Park designation process. Board members are invited to agree a proposed boundary for the South Downs National Park for statutory consultation with the Local Authorities, administrative arrangements for the new Park Authority for further consultation, and a statutory consultation with Local Authorities affected by the revocation of Sussex Downs and East Hampshire AONB designations.

5. rights of way improvement plans (AP02/12)

The CROW Act introduced a new duty for local highway authorities to prepare Right of Way Improvement Plans. The duty will commence once DEFRA has issued statutory guidance on how to prepare the plans. The Agency is in dialogue with DEFRA over the draft guidance. Board members are recommended to agree that the Agency should advise DEFRA that the plans should focus on three main principles: the plans should be broad-based, forward-looking and strategic, and inclusive.

6. Date and Location of next meeting

The next meeting of the Countryside Agency will be on 16 May 2002, John Dower House, Cheltenham.
