What does it add? Doesn't a good planner, conservation body or even developer cover all this already?

We're not claiming it's revolutionary. Feedback from the pilots confirms that it helps present information and considerations which, yes, the best practise already covers. It also provides a checklist to make sure nothing is forgotten, and bring all practice up to a good standard.
