How effective can substitution requirements be? Don't you risk having inadequate / late / incomplete substitution?

This depends how QoL Assessment is made operational. It is of no use if working out potential substitutions is just a theoretical exercise. The method only 'bites' to the extent that developers will be required to do / pay for requisite substitutions as a condition of permission to do what they want. And preferably in advance, to make sure they work. A more detailed report on substitution is available.
