Does it undermine existing designations and weaken protection?

In essence the QoL Assessment approach works out the conditions, and the limits, for development and change to improve rather than damage quality of life. Existing environmental designations will normally provide limits on development. QoL Assessment will usually reinforce these limits by providing an explicit and systematic rationale for them.   

QoL Assessment should help integrate the management of designated areas with the wider countryside. Often the qualities that justify designation do not stop sharply at the boundary of the designated area, but 'shade off' into the surrounding areas. QoL Assessment can help ensure these 'buffer zones' are managed consistently with maintaining the quality of the core area.
