The value of an over-arching strategy document

Strategic Framework

Greenways have been referenced in a variety of local strategies

POLICY AND STRATEGY COVERAGE

Inclusion in transport and land use plans and strategies is vital.  Of these, Local Transport Plans (LTPs) are key, as they are a major source of funding (and recognition). Most of the demonstrations have achieved at least recognition within the relevant LTP. Where this has not been the case, this has been recognised and steps have been taken to work towards this goal.

Local Plans, Structure Plans and Unitary Development Plans are also very important, and plan coverage of Greenways in the demonstration areas has been good.

ACTION PLANS AND STRATEGIES

It is accepted that strategies encourage a shift from reactive, ad-hoc development towards a cohesive and logical basis for route selection and prioritisation against the original aims and objectives. They also help establish a cross-boundary approach and have formed the basis of LTP bids.

All six of the demonstration projects have produced a Greenways Strategy, of which one was included as part of another document. These Strategies either have or will include an Action Plan detailing work to be done within a specific timescale - the "nuts and bolts" to accompany the strategies' vision.

A sign of the commitment of the partnerships and the value of having a Strategy is that five out of six partnerships are still pushing on with completion of their strategies after Countryside Agency funding has ceased.
