Do the public have a right of access at all times to dedicated land?
No. Once dedicated the land becomes access land under Part 1 of the Countryside and Rights of Way Act 2000 and subject to the same management and use. Access to dedicated land can be restricted or excluded in the same way as with other access land (e.g. for up to 28 days per year, or where necessay for land management, safety or fire prevention reasons). And as noted above, if the land later becomes "excepted land" (e.g. within 20 metres of a dwelling), the right of access ceases.
